{"id":2697,"date":"2026-04-21T18:08:12","date_gmt":"2026-04-21T16:08:12","guid":{"rendered":"https:\/\/infoshqip.al\/?p=2697"},"modified":"2026-04-21T18:08:12","modified_gmt":"2026-04-21T16:08:12","slug":"kdi-kritikon-kuvendin-per-degjimin-publik-te-projektligjit-per-byrone-shkel-rregulloren-dhe-kufizon-pjesemarrjen","status":"publish","type":"post","link":"https:\/\/infoshqip.al\/?p=2697","title":{"rendered":"KDI kritikon Kuvendin p\u00ebr d\u00ebgjimin publik t\u00eb Projektligjit p\u00ebr Byron\u00eb: \u201cShkel Rregulloren dhe kufizon pjes\u00ebmarrjen\u201d"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/\n\n\n\n<p>Instituti Demokratik i Kosov\u00ebs (KDI) ka reaguar ndaj m\u00ebnyr\u00ebs s\u00eb trajtimit t\u00eb Projektligjit p\u00ebr Byron\u00eb Shtet\u00ebrore p\u00ebr Verifikimin dhe Konfiskimin e Pasuris\u00eb s\u00eb Pajustifikueshme n\u00eb Kuvend, duke e cil\u00ebsuar procesin si t\u00eb p\u00ebrshpejtuar dhe n\u00eb kund\u00ebrshtim me Rregulloren parlamentare.<\/p>\n<p>Sipas KDI-s\u00eb, organizimi i d\u00ebgjimit publik \u201csot p\u00ebr nes\u00ebr\u201d \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me standardet procedurale dhe kufizon ndjesh\u00ebm pjes\u00ebmarrjen e shoq\u00ebris\u00eb civile, organizatave joqeveritare dhe ekspert\u00ebve n\u00eb procesin ligjv\u00ebn\u00ebs.<\/p>\n<p>\u201cOrganizimi i d\u00ebgjimit brenda m\u00eb pak se 24 or\u00ebsh e pamund\u00ebson praktikisht nj\u00eb p\u00ebrgatitje t\u00eb mir\u00ebfillt\u00eb dhe kufizon kontributin e akter\u00ebve relevant\u00eb,\u201d thuhet n\u00eb reagim.<\/p>\n<p>KDI thekson se Neni 38(7) i Rregullores s\u00eb Kuvendit parasheh q\u00eb d\u00ebgjimi publik nuk mund t\u00eb mbahet pa kaluar t\u00eb pakt\u00ebn pes\u00eb dit\u00eb nga caktimi i tij, duke synuar t\u00eb garantoj\u00eb pjes\u00ebmarrje t\u00eb gjer\u00eb dhe p\u00ebrmbajt\u00ebsore.<\/p>\n<p>Sipas institutit, vendimi i Komisionit p\u00ebr Legjislacion p\u00ebr t\u00eb organizuar d\u00ebgjimin brenda nj\u00eb afati shum\u00eb t\u00eb shkurt\u00ebr \u00ebsht\u00eb marr\u00eb vet\u00ebm me votat e shumic\u00ebs parlamentare dhe pa p\u00ebrfshirjen e opozit\u00ebs, duke ngritur shqet\u00ebsime p\u00ebr respektimin e procedurave.<\/p>\n<p>KDI po ashtu kritikon munges\u00ebn e bashk\u00ebpunimit me organizatat e shoq\u00ebris\u00eb civile, duke th\u00ebn\u00eb se nj\u00eb qasje e till\u00eb d\u00ebrgon \u201cmesazh negativ p\u00ebr p\u00ebrfshirjen e tyre n\u00eb proceset vendimmarr\u00ebse\u201d.<\/p>\n<p>N\u00eb reagim theksohet se, ndon\u00ebse projektligji ka r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb n\u00eb luft\u00ebn kund\u00ebr korrupsionit, m\u00ebnyra e zhvillimit t\u00eb procedur\u00ebs ligjv\u00ebn\u00ebse \u00ebsht\u00eb po aq e r\u00ebnd\u00ebsishme sa edhe p\u00ebrmbajtja e tij.<\/p>\n<p>N\u00eb fund, KDI i ka b\u00ebr\u00eb thirrje Kuvendit dhe deputet\u00ebve t\u00eb shumic\u00ebs parlamentare q\u00eb t\u00eb respektojn\u00eb afatet dhe standardet procedurale, duke siguruar nj\u00eb proces gjith\u00ebp\u00ebrfshir\u00ebs dhe t\u00eb hapur p\u00ebr t\u00eb gjitha pal\u00ebt e interesuara.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[],"class_list":["post-2697","post","type-post","status-publish","format-standard","hentry","category-lajme"],"_links":{"self":[{"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/posts\/2697","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/infoshqip.al\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=2697"}],"version-history":[{"count":1,"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/posts\/2697\/revisions"}],"predecessor-version":[{"id":2698,"href":"https:\/\/infoshqip.al\/index.php?rest_route=\/wp\/v2\/posts\/2697\/revisions\/2698"}],"wp:attachment":[{"href":"https:\/\/infoshqip.al\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=2697"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/infoshqip.al\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=2697"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/infoshqip.al\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=2697"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
