ai riktheu n\u00eb qend\u00ebr t\u00eb debatit nj\u00eb \u00e7\u00ebshtje m\u00eb t\u00eb thell\u00eb: m\u00ebnyr\u00ebn se si menaxhohen sh\u00ebrbimet kritike n\u00eb aeroport dhe munges\u00ebn e konkurrenc\u00ebs n\u00eb treg.<\/p>\n\n\n\n<p><strong>Kontrata q\u00eb zgjatet, tregu q\u00eb nuk hapet<\/strong><\/p>\n\n\n\n<p>Kompania Exfis do t\u00eb vazhdoj\u00eb t\u00eb jet\u00eb furnizuesja e vetme me karburante e avion\u00ebve n\u00eb ANP deri n\u00eb fund t\u00eb vitit 2032.<\/p>\n\n\n\n<p>Kontrata, t\u00eb cil\u00ebn Radio Evropa e Lir\u00eb e siguroi nga Autoriteti i Aviacionit Civil t\u00eb Kosov\u00ebs (AAC), p\u00ebrcakton se ajo ka hyr\u00eb n\u00eb fuqi m\u00eb 1 janar 2026 dhe do t\u00eb mbetet e vlefshme deri m\u00eb 31 dhjetor 2032.<\/p>\n\n\n\n<p>N\u00eb praktik\u00eb, kjo n\u00ebnkupton zgjatje prej shtat\u00eb vjet\u00ebsh e pozit\u00ebs ekskluzive t\u00eb k\u00ebsaj kompanie n\u00eb tregun e furnizimit me karburante n\u00eb ANP &#8211; nj\u00eb rol t\u00eb cilin e mban pa konkurrenc\u00eb q\u00eb nga viti 2011.<\/p>\n\n\n\n<p>AAC-ja thekson se miratimi i k\u00ebrkes\u00ebs s\u00eb kompanis\u00eb Exfis p\u00ebrb\u00ebn vazhdim t\u00eb nj\u00eb vendimi t\u00eb m\u00ebparsh\u00ebm dhe se ai \u00ebsht\u00eb b\u00ebr\u00eb pas vler\u00ebsimit t\u00eb t\u00eb gjitha k\u00ebrkesave rregullatore n\u00eb fuqi.<\/p>\n\n\n\n<p>Sipas AAC-s\u00eb, institucioni nuk \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr p\u00ebrzgjedhjen e operatorit, por vet\u00ebm p\u00ebr mbik\u00ebqyrjen e siguris\u00eb dhe p\u00ebrputhshm\u00ebris\u00eb rregullatore.<\/p>\n\n\n\n<p>N\u00eb p\u00ebrgjigjen dh\u00ebn\u00eb Radios Evropa e Lir\u00eb, ajo sqaron se kjo kompetenc\u00eb \u00ebsht\u00eb e p\u00ebrcaktuar n\u00eb kontrat\u00ebn e koncesionimit t\u00eb aeroportit, t\u00eb n\u00ebnshkruar n\u00eb vitin 2010, sipas s\u00eb cil\u00ebs vendimmarrja p\u00ebr p\u00ebrzgjedhjen e operator\u00ebve p\u00ebr sh\u00ebrbimet n\u00eb tok\u00eb i takon operatorit t\u00eb aeroportit &#8211; n\u00eb k\u00ebt\u00eb rast Limak Kosovo International Airport.<\/p>\n\n\n\n<p>REL-i iu drejtua kompanis\u00eb Limak me pyetjen n\u00ebse ka pasur ndonj\u00eb tender t\u00eb hapur apo procedur\u00eb konkurruese p\u00ebr p\u00ebrzgjedhjen e operatorit q\u00eb ofron sh\u00ebrbimin e furnizimit me karburante n\u00eb ANP, por nuk mori p\u00ebrgjigje.<\/p>\n\n\n\n<p>Ngjash\u00ebm, nuk u p\u00ebrgjigj as Ministria e Infrastruktur\u00ebs dhe Transportit.<\/p>\n\n\n\n<p>Aeroporti i Prishtin\u00ebs iu dha me koncesion operatorit turk, Limak, p\u00ebr 20 vjet, me obligim investimi deri n\u00eb 100 milion\u00eb euro dhe me kthim prej mbi 39% t\u00eb t\u00eb hyrave bruto p\u00ebr shtetin.<\/p>\n\n\n\n<p>N\u00eb vitin 2024, afati u zgjat edhe p\u00ebr 20 muaj shtes\u00eb nga Qeveria e Kosov\u00ebs, p\u00ebr shkak t\u00eb ndikimit t\u00eb pandemis\u00eb COVID-19.<\/p>\n\n\n\n<p><strong>Rregullorja k\u00ebrkon konkurrenc\u00eb, por tregu mbetet i mbyllur<\/strong><\/p>\n\n\n\n<p>Zgjatja e kontrat\u00ebs p\u00ebr Exfis-in justifikohet me rregulloren 04\/2011 p\u00ebr qasjen n\u00eb tregun e sh\u00ebrbimeve n\u00eb tok\u00eb, e plot\u00ebsuar n\u00eb vitin 2019.<\/p>\n\n\n\n<p>Por, pik\u00ebrisht kjo rregullore parasheh q\u00eb, pasi aeroporti t\u00eb kaloj\u00eb pragun prej dy milion\u00eb udh\u00ebtar\u00ebsh, ai duhet t\u00eb operoj\u00eb me m\u00eb shum\u00eb se nj\u00eb operator ekonomik p\u00ebr ofrimin e sh\u00ebrbimeve.<\/p>\n\n\n\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb AAC-s\u00eb, gjat\u00eb vitit 2025 jan\u00eb realizuar 14.981 fluturime, ose mesatarisht mbi 41 n\u00eb dit\u00eb, nd\u00ebrsa numri i udh\u00ebtar\u00ebve ka kaluar 4.6 milion\u00eb.<\/p>\n\n\n\n<p>Rregullorja e ndryshuar lejon edhe kufizimin e numrit t\u00eb operator\u00ebve, por jo m\u00eb pak se dy.<\/p>\n\n\n\n<p>AAC-ja konfirmon se nuk ka pranuar asnj\u00eb k\u00ebrkes\u00eb p\u00ebr kufizimin e numrit t\u00eb furnizuesve.<\/p>\n\n\n\n<p>Radio Evropa e Lir\u00eb iu drejtua edhe Qeveris\u00eb s\u00eb Kosov\u00ebs me pyetje lidhur me masat q\u00eb mund t\u00eb nd\u00ebrmarr\u00eb p\u00ebr hapjen e tregut dhe zbatimin e rregullores n\u00eb fuqi, por nuk mori p\u00ebrgjigje.<\/p>\n\n\n\n<p><strong>Institucionet me p\u00ebrgjegj\u00ebsi t\u00eb paqarta<\/strong><\/p>\n\n\n\n<p>Ministri n\u00eb detyr\u00eb i Infrastruktur\u00ebs dhe Transportit, Dimal Basha, ka deklaruar m\u00eb 12 mars se Exfis nuk \u00ebsht\u00eb licencuar nga AAC-ja p\u00ebr k\u00ebt\u00eb sh\u00ebrbim, duke shtuar se p\u00ebrgjegj\u00ebsia p\u00ebr furnizimin me karburante buron nga kontrata e koncesionit t\u00eb aeroportit, e n\u00ebnshkruar n\u00eb vitin 2010.<\/p>\n\n\n\n<p>Sipas tij, kompania koncesionare Limak Kosovo International Airport e ka p\u00ebr detyr\u00eb t\u00eb siguroj\u00eb funksionimin e k\u00ebtij sh\u00ebrbimi.<\/p>\n\n\n\n<p>\u201cAs Autoriteti i Aviacionit Civil i Kosov\u00ebs dhe as Ministria e Infrastruktur\u00ebs dhe Transportit e Kosov\u00ebs nuk vendosin p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje. Kjo kompetenc\u00eb \u00ebsht\u00eb p\u00ebrcaktuar n\u00eb kontrat\u00ebn e koncesionimit t\u00eb aeroportit, t\u00eb n\u00ebnshkruar n\u00eb vitin 2010, ku, sipas asaj kontrate, Limak-u \u00ebsht\u00eb p\u00ebrgjegj\u00ebs t\u00eb siguroj\u00eb q\u00eb gjat\u00eb gjith\u00eb koh\u00ebs t\u00eb ekzistoj\u00eb sh\u00ebrbimi i furnizimit me karburant n\u00eb aeroport\u201d, ka shkruar Basha n\u00eb rrjetet sociale.<\/p>\n\n\n\n<p><strong>Procesi p\u00ebr hapjen e tregut i nd\u00ebrprer\u00eb<\/strong><\/p>\n\n\n\n<p>Ish-drejtori i AAC-s\u00eb, Eset Berisha, thot\u00eb se p\u00ebrpjekjet p\u00ebr t\u00eb hapur tregun kishin nisur vite m\u00eb par\u00eb, por nuk u finalizuan.<\/p>\n\n\n\n<p>\u201cDisa kompani kishin plot\u00ebsuar kushtet p\u00ebr certifikim. Ky ishte nj\u00eb hap paraprak p\u00ebr organizimin e tenderit, por pas largimit tim nuk kam informacione se si ka vazhduar procesi\u201d, thot\u00eb ai p\u00ebr Radion Evropa e Lir\u00eb.<\/p>\n\n\n\n<p>Berisha u shkarkua n\u00eb vitin 2020, pas rreth nj\u00eb viti n\u00eb detyr\u00eb, nga Qeveria e Kosov\u00ebs e udh\u00ebhequr edhe at\u00ebkoh\u00eb nga L\u00ebvizja Vet\u00ebvendosje, me arsyetimin p\u00ebr shkelje t\u00eb detyrave profesionale, por vet\u00eb Berisha e cil\u00ebsoi vendimin si politik.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, asnj\u00eb nga kompanit\u00eb e derivateve t\u00eb naft\u00ebs, t\u00eb kontaktuara nga REL-i, nuk pranoi t\u00eb deklarohet publikisht n\u00ebse do t\u00eb hynte n\u00eb tregun e furnizimit me karburant n\u00eb aeroport, n\u00eb rast se ai do t\u00eb hapej.<\/p>\n\n\n\n<p>Nga AAC-ja konfirmojn\u00eb se gjat\u00eb viteve t\u00eb kaluara kan\u00eb pranuar aplikime nga kompani t\u00eb ndryshme t\u00eb interesuara p\u00ebr t\u00eb ofruar sh\u00ebrbime t\u00eb tilla.<\/p>\n\n\n\n<p>Por, sipas saj, k\u00ebto aplikime nuk kan\u00eb rezultuar me aprovime t\u00eb plota, pasi aplikuesit nuk kan\u00eb p\u00ebrmbushur t\u00eb gjitha k\u00ebrkesat e p\u00ebrcaktuara n\u00eb korniz\u00ebn rregullatore n\u00eb fuqi.<\/p>\n\n\n\n<p>Institucioni shton se kompanit\u00eb p\u00ebrkat\u00ebse jan\u00eb njoftuar se mund t\u00eb riaplikojn\u00eb sapo t\u2019i plot\u00ebsojn\u00eb kushtet.<\/p>\n\n\n\n<p>K\u00ebto kushte duhet t\u00eb d\u00ebshmojn\u00eb p\u00ebrputhje me standardet e siguris\u00eb s\u00eb aviacionit &#8211; nga infrastruktura p\u00ebr magazinim t\u00eb karburantit deri te stabiliteti financiar i d\u00ebshmuar.<\/p>\n\n\n\n<p><strong>Bizneset k\u00ebrkojn\u00eb thyerjen e monopolit<\/strong><\/p>\n\n\n\n<p>P\u00ebrfaq\u00ebsues t\u00eb komunitetit t\u00eb biznesit thon\u00eb se operator\u00ebt e sektorit t\u00eb derivateve kan\u00eb ngritur vazhdimisht shqet\u00ebsime p\u00ebr munges\u00ebn e konkurrenc\u00ebs n\u00eb furnizimin me karburante n\u00eb Aeroportin e Prishtin\u00ebs.<\/p>\n\n\n\n<p>Sipas kryetarit t\u00eb Aleanc\u00ebs Kosovare t\u00eb Biznesit (AKB), Agim Shahini, ata k\u00ebrkojn\u00eb q\u00eb institucionet t\u00eb hapin tregun dhe t\u00eb mund\u00ebsojn\u00eb pjes\u00ebmarrjen e kompanive t\u00eb tjera.<\/p>\n\n\n\n<p>Ai vler\u00ebson se monopoli ka ndikim t\u00eb drejtp\u00ebrdrejt\u00eb edhe n\u00eb \u00e7mimet e biletave.<\/p>\n\n\n\n<p>\u201cN\u00eb Kosov\u00eb jan\u00eb s\u00eb paku tri kompani q\u00eb mund t\u2019i ofrojn\u00eb k\u00ebto sh\u00ebrbime pa problem dhe jan\u00eb t\u00eb gatshme p\u00ebr furnizim. Ka pasur ankesa t\u00eb vazhdueshme n\u00eb AKB, por ky \u00ebsht\u00eb problem politik dhe duhet zgjidhur urgjentisht p\u00ebr t\u00eb thyer monopolin\u201d, thot\u00eb Shahini p\u00ebr Radion Evropa e Lir\u00eb.<\/p>\n\n\n\n<p>Edhe eksperti i aviacionit, Albion Idrizi, e konsideron situat\u00ebn si monopol de facto.<\/p>\n\n\n\n<p>\u201cKjo kufizon konkurrenc\u00ebn dhe rrit kostot p\u00ebr linjat ajrore, t\u00eb cilat m\u00eb pas reflektohen n\u00eb \u00e7mime m\u00eb t\u00eb larta p\u00ebr udh\u00ebtar\u00ebt\u201d, thot\u00eb nd\u00ebrmarr\u00ebsi n\u00eb fush\u00ebn e udh\u00ebtimeve dhe turizmit.<\/p>\n\n\n\n<p>Sipas tij, p\u00ebrgjegj\u00ebsia kryesore i takon shtetit t\u00eb Kosov\u00ebs, i cili nuk e ka adresuar me koh\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n\n\n\n<p>E, Remzi Ejupi, themelues i kompanis\u00eb ajrore Eurokoha, nuk ndalet te debati p\u00ebr konkurrenc\u00ebn, por thot\u00eb se \u00ebsht\u00eb i k\u00ebnaqur me sh\u00ebrbimet ekzistuese.<\/p>\n\n\n\n<p>Ai vler\u00ebson se tregu i Kosov\u00ebs \u00ebsht\u00eb i vog\u00ebl p\u00ebr konkurrenc\u00eb m\u00eb t\u00eb gjer\u00eb.<\/p>\n\n\n\n<p>\u201cKompania \u00ebsht\u00eb serioze dhe ka eksperienc\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb. Konkurrenca \u00ebsht\u00eb e mir\u00eb kur \u00ebsht\u00eb e mir\u00ebfillt\u00eb dhe sjell cil\u00ebsi, por kur \u00ebsht\u00eb e dob\u00ebt vet\u00ebm e prish tregun\u201d, thot\u00eb ai p\u00ebr Radion Evropa e Lir\u00eb.<\/p>\n\n\n\n<p><strong>Tarifat e koncesionit dhe zinxhiri i p\u00ebrfitimeve<\/strong><\/p>\n\n\n\n<p>P\u00ebrfitimet nga struktura aktuale e menaxhimit t\u00eb ANP-s\u00eb nuk kufizohen vet\u00ebm tek operatori i furnizimit me karburante.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb skem\u00eb p\u00ebrfshihet edhe kompania menaxhuese e aeroportit, Limak, e cila p\u00ebrfiton p\u00ebrmes tarifave t\u00eb vendosura n\u00eb kuad\u00ebr t\u00eb Marr\u00ebveshjes s\u00eb Partneritetit Publiko-Privat.<\/p>\n\n\n\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb nxjerra nga dokumentet e AAC-s\u00eb, nga \u00e7do lit\u00ebr karburant i shitur, 0.10 euro shkojn\u00eb n\u00eb favor t\u00eb Limak-ut, si tarif\u00eb e aplikueshme n\u00eb kuad\u00ebr t\u00eb operimit.<\/p>\n\n\n\n<p>Exfis, nd\u00ebrkaq, i paguan 0.12 euro p\u00ebr lit\u00ebr Limak-ut, ndon\u00ebse n\u00eb Marr\u00ebveshjen e Partneritetit Publiko-Privat parashihet nj\u00eb tarif\u00eb prej vet\u00ebm 0.02 eurosh p\u00ebr k\u00ebt\u00eb sh\u00ebrbim.<\/p>\n\n\n\n<p>AAC-ja, n\u00eb vitin 2021, e ka obliguar kompanin\u00eb menaxhuese t\u00eb aeroportit q\u00eb t\u00eb mos aplikoj\u00eb tarifa q\u00eb nuk jan\u00eb t\u00eb miratuara nga autoriteti rregullator i aviacionit.<\/p>\n\n\n\n<p>Pas k\u00ebtij vendimi, Limak-u e ka paditur AAC-n\u00eb, por Gjykata Komerciale e ka refuzuar si t\u00eb pabazuar padin\u00eb e tij n\u00eb vitin 2024.<\/p>\n\n\n\n<p>Nga Gjykata Komerciale konfirmojn\u00eb p\u00ebr Radion Evropa e Lir\u00eb se rasti ndodhet n\u00eb procedur\u00eb n\u00eb dhom\u00ebn e shkall\u00ebs s\u00eb dyt\u00eb t\u00eb k\u00ebsaj gjykate.<\/p>\n\n\n\n<p>Kompania Exfis nuk iu p\u00ebrgjigj pyetjeve t\u00eb REL-it lidhur me tarif\u00ebn q\u00eb paguan aktualisht.
